Apply existing Constitutional CMS governance to a finite enrolled inventory of material claims. This is a bounded application/profile — not a new platform, score, compiler, fifth web-conformance profile, or second permission authority.

Constitutional CMS provides publishing-governance contracts and evidence receipts. We are applying that architecture to claim drift: the gap between what a product currently supports and what websites, comparison pages, and connected sales or AI systems continue to assert.

Do not yet claim automatic web-wide correction, guaranteed AI citation, comprehensive contradiction detection, independent truth certification, or control over competitor/customer speech. This is not a released v0.5.0 feature.

What landed

  • docs/CLAIM_DRIFT.md — application pack using the packet’s section-9 public wording
  • examples/claim-drift/ — companion profile claim_drift_assertion_v0_1 (0.1.0), ~20 nominated assertions, retained source snapshots, CD-01–CD-18 and CD-E2E fixtures
  • constitutional_cms/claim_drift.py — reference detector (no CLI verb, no catalog check, no ClaimBundleV0_1 schema change)
  • tests/test_claim_drift.py — acceptance tests that assert publication decisions and HTML / sales-answer / API projections

Integrity, evidence-support (SUPPORTED / UNSUPPORTED / UNMEASURED), publication permission, and delivery stay separate. A PASS bundle, an unsigned green receipt, or an audit exit 0 cannot authorize publish.

Tests

Written first (commit a659a60 failed on the missing detector). Implementation commit 482e645 makes them pass.

Positive controls: CD-17 harmless paraphrase stays publish; qualified Enterprise SSO still publishes (CD-01, CD-E2E HTML/sales-answer).

Adversarial: universal denial, roadmap-as-GA, failed scrape, integrity-only PASS, unsigned receipt, obsolete permission, HTML-fixed/API-stale, dropped qualifier, source self-approval, syndication, self-favoring inaccuracy, UNMEASURED + audit exit 0.

Out of scope / remaining gaps

No SERPRadio, Railway, production, public source-registry, or release-tag changes. No live pilot. No enrolled CMS edit path (a bypass remains uncovered until integrated). Third-party AI answers are not inspected. The detector is offline fixture replay, not a served HTTP surface.

Add the draft application pack fixtures, companion assertion profile,
section-9 docs, and acceptance tests before the detector exists so the
suite fails closed on import. No ClaimBundleV0_1 schema change.

Land the minimum application evaluator that maps the companion
assertion profile into claim_decision, Claim Gate, entity lifecycle,
catalog audit, and per-surface delivery. CD-01–CD-18 and the
source-revision sequence now pass offline without a model or network.
