Move WebSocket component / spec TCK from here to the WebSocket project

This code is versioned at 2.2.0 and are the tests used to ratify the WebSocket component spec itself. It does not include the extra tests made available for platform (web / full) ratification.

Whether we should move them and/or the WebSocket project is willing to take care of those is not part of this issue, and we may (or may not) discuss this later.
