Update the jakarta.enterprise.cdi-el-api EL version

**Describe the bug**
The cdi/el module has its own uel.api.version property that was not updated for the 4.1.0 release.

**Expected behavior**
This needs to be updated and should be coming from the parent pom so we are only setting this in one place.

**Additional context**
The 4.1.0 release is only staged, so it will have to be dropped and the tag moved.
