This allows does not break existing functionality, and enables doing
things like a `nomin` build without modifying the build script.
./utils/build.sh --nomin

Support for python2 has ended.
This PR will update the build script to python3.
(Full disclosure: I haven't tested this with minifying because of the hassle involved in setting up java, but I see no reason why it wouldn't work.)
