Ability to enable or disable dependencies index rollover

Requirement - what kind of business use case are you trying to solve?

There are certain scenarios where I only have permissions for certain indices, or I don't want to create dependencies indices. If for example I don't have permissions to create the dependencies index the rollover fails.

Problem - what in Jaeger blocks you from solving the requirement?

This solves the problem when I don't want to use or create the dependencies elasticsearch index.

Proposal - what do you suggest to solve the problem or improve the existing situation?

A flag to enable that feature only for users wanted to use.

Any open questions to address
