Scan for "extra" test coverage and work on reducing coverage that is extra.

With over 8K tests, there is bound to be a lot of overlap within the tests.

This issue is to start laying the groundwork for the detection and elimination of tests where duplicate coverage is found.  Note that a mechanism will be in place to allow scenario coverage needs to override code coverage needs.
