List skipped hooks from `--skip` argument

I would appreciate a toggle to be able to still list the hooks that were skipped in the output of prek run from either the --skip CLI argument or SKIP/PREK_SKIP environment variables. The status of these hooks should still be Skipped of course, but not prefixed by (no files to check).

I understand if this is a bit noisy for most user's output, so having the full list shown only when an additional flag like --show-skipped could work.

Thank you for developing this tool, it has been much faster and more appreciated the QOL features over pre-commit!
