gulp-typescript doesn't resolve @types in outter node_modules

[Yarn workspaces](https://yarnpkg.com/lang/en/docs/workspaces/) is success
but [Pnpm](https://pnpm.io/)  Still wrong
Just using tsc works flawlessly
