Aligns with MMCA.Common's Dependabot bump (Common PR #220) so the consumer-source-build canary resolves MudBlazor without an NU1605 downgrade. 9.8.0 also satisfies released Common 1.143.0 (>= 9.7.0). Aligns Helpdesk with MMCA.Common's MudBlazor 9.7.0 -> 9.8.0 bump (Common PR ivanball/MMCA.Common#220) so the cross-repo consumer-source-build canary resolves without an NU1605 downgrade. 9.8.0 satisfies the released Common 1.143.0 floor (>= 9.7.0), so this is safe to land ahead of the Common release. Verified locally: full Helpdesk build against Common #220 source, 0 warnings, 91/91 tests pass.
