Dependencies: FFMPEG source code version 5.1.1. Tests done: Plugin integrated with FFMPEG version 5.1.1 and tested with Mono, Stereo, Multichannel, OAM and HOA files.

An initial version of a FFMPEG plugin is added along with documentation for integrating the MPEG-H 3D Audio Low Complexity Profile Encoder library and plugin into FFMPEG framework.
