Helm v4 support

Describe the feature request

Helm v4.0 was recently released suggesting there may be compatibility issues with the current Istio charts.

See https://github.com/helm/helm/releases/tag/v4.0.0

There will be a 3.20.x release next year so the 3.x line is not deprecated for now.

I tasted this a bit with the beta and saw no issues, have we seen any problems

I am not aware of any specific issues for Istio - shall we try upgrading and see how it goes?
