outdated docs for genesis commands #2906

https://www.irisnet.org/docs/daemon/local-testnet.html#iris-gentx and https://www.irisnet.org/docs/daemon/local-testnet.html#iris-collect-gentxs parts are outdated as those commands are now subcommand of genesis command.
