progress event after writing ipns record to local store#945

It would be nice to have this progress event sent after the batch is committed as a way to know the record has been persisted locally. There may be a situation, when publishing or republishing, the user only wants to wait for the record to be published locally but not wait for long running processes like publishing to the DHT.
