Switch to BootStrap for the UI

I'd be interested, especially if I could get a decent flexible layout out of it which would adapt well to different screen sizes, I'm sure the buttons/input elements would look a lot nicer as well/

I originally considered using it but decided not to because I didn't want to load extra JS if I could help it, but it's a little bit past that point now I guess.

Splitty's welcome screen looks really nice, and makes the timer look a lot less terrifying to get into, just doesn't seem to work very well on my phone which is a bit of a concern. (the buttons are off screen unless you scroll to the side). I'm sure that can be improved though.

I know this was brought up in like June but has there been any efforts to convert to BootStrap as I could definitely help. Including adding features
