CTT test case CT1.3.17 is failing

The recent commit f4be68d introduced a change that causes the CTT test case CT1.3.17 to fail with the below error:

65.924s 02:31:13 ERROR: CT1.3.17_Check_2: Property 'n' shall be empty string
