Description of change
This implements the upcoming gRPC event stream.
Currently as draft as it's incomplete. Tests are missing, cleanup is needed and you can't yet switch via a config variable.
As it's unknown when the gRPC service will actually be live, this PR also adds an interface + implementations allowing us to switch between WebSocket and gRPC.
