Description of change

Added support for running the private iota-spammer within the fuzz test suite to generate a continuous stream of transactions during experiments.
This enables realistic network stress tests and load scenarios for validator and protocol evaluation.
Improved cleanup logic to ensure graceful termination of background spammers on exit.
Only the run-all.sh script, the corresponding README, and a Docker YAML file were modified — nothing else was changed.
