Description
When evaluating the upgrade process, take into consideration whether to use professional-grade tools or those freely available - or support both paths. This is mainly only relevant for the Windows platforms - i.e. can both Visual Studio Professional and Community Editions be supported?

By necessity, especially for macOS, upgrading tools can result in losing support for older OS versions. Thus the selections made will have to be done in consideration of other goals - mainly whether to drop older OS support and embrace newer language features and technologies.
