This PR add prometheus monitoring and grafana dashboard for yugabyte.
Grafana dashboard in the official one, coming from https://github.com/yugabyte/yugabyte-db/tree/master/cloud/grafana
New relabel configs are coming from Yugabyte doc.
New services have been added with relevant Prometheus annotations for automatic scapping from Prometheus.
Running a test suite against a deployed DSS seems to generate spikes in metrics as expected:
