Production decomposition better support for IDE editing

If production decomposition is enabled, editing the production definition through VS Code or Studio is not fully supported. The current state is that there is a setting "allow IDE editing" that is off by default. If you do allow it and edit the production definition through an IDE, adds and deletes of production items are not properly reflected in the Git repository.

Note: this feature is already present in the CCR Client Tools version of production decomposition and needs to be ported to Embedded Git
