Configure creates git directory not owned by IRIS user #600

Initializing an empty git repository with Configure() should end up with the repository owned by the operating user of the IRIS instance.
A customer reported that instead the directory was owned by the user who was running the terminal instance.
This was on GSC v 2.6.0 and HealthShare version:
