feat(publish): Status job items open in the editor

Parent: #4531. Slice #4886.

PublishingShell Status job detail lists that job's content items from the existing log-details API (POST …/sitemanage/pubstatus/details). Each row shows the content id and a name or title when the payload has one. An empty list is an empty state. Open in editor opens spa.jsp?entry=editor for that content id. A row with no content id has no Open control. HTTP 403/404 on the item list stay in the detail panel.
