feat(publish): PublishingShell Runtime start/stop (#4648)

Summary

PublishingShell Runtime can start and stop edition jobs for the selected publish server, with Last result status feedback.

• GET …/publishingdesign/runtime/editions?siteId=&pubServerId= filters editions by pub server.
• SPA: pub-server selector, Start/Stop, data-testid="runtime-job-status".
• Playwright H2 surface spec updated (stale jQuery container selectors replaced).
• Product docs: product-docs/8.2/admin/publishing.md.

5. npm run test:surface -- --path tests/publishing/runtimeEditions.spec.js with TEST_CMS_URL from qa-up
6. Open Publish → Runtime, pick site/server, Start, confirm status; Stop when running
