feat(publish): item publishing history on PublishingShell (#4536) - #4549

Add a React item-history panel on Publish Status and Logs using the existing itemmanagement pubhistory API. Explicit empty and error states, deep-link itemId, Playwright surface spec, and admin publishing docs. Fixes #4536 Partial #4531 > Co-Authored by Grok Build 1.0.34 using grok-4.6 with agent grok.

Completes #4536 (parent #4531): operators can look up item publishing history on PublishingShell Status and Logs without the jQuery
PercPublishingHistoryDialog. Uses existingGET /services/itemmanagement/item/pubhistory/{id}. Empty and error states are explicit. Deep-linkitemIdon status/logs.Does not implement schedule dates (#4537) or takedown (#4538). Does not implement qa-task #1371.
