issue 4531 slice 33: PublishingShell open a running edition job from Runtime #4838

Slice goal

When a runtime edition shows a running job id, the operator can open that job in the existing Status job-detail panel (slice 27) without copying the id.

Out of scope

Start/stop (already shipped), failed-job listing (slice 28), log export.

Acceptance

• Running edition row exposes a control that navigates to status job detail for ed.runningJobId.
• Idle editions do not offer a dead link.
• H2 Playwright surface spec.
• product-docs/8.2 publishing runtime/status note.
• Update parent [8.2] Unified publishing — next React increments #4531 Agent progress.
