Slice goal

PublishingShell Design location scheme save. Operator edits a location scheme and persists; 403/409 mapped; dirty form.

Out of scope

Context save (sibling). Delivery-server save (sibling). JSF deletes (#1818/#1819). UAT #1371.

Acceptance criteria

Change class

One vertical increment.

H2 QA: perc-devctl qa-up → qa-health → TEST_CMS_URL → npm run test:surface → qa-down.

Leave unassigned. Do not add In Progress.
