Why residual
Root AGENTS.md human-review hard gate forbids committing root/module AGENTS.md and night-issue workflow rule files until the human explicitly approves those rule diffs.
#1929 shipped mergeable product docs + npm surface-filter scripts with the proposed rule wording inlined in:
docs/developer-module/workbench-rest-and-qa-modes.md→ Agent instructions (productized; AGENTS.md rule commits need human review)modules/perc-qa-automation/README.md→ Surface filter section
This residual is the apply drafts after human approval step.
