Cancel issue fails with Underflow when period is 0

Describe the bug
As described in the title, after issuing when period = 0, cancelling will fail.

To Reproduce

1. Set issue period to 0
2. Create issue request
3. Cancel issue

Expected behavior
Should allow sudo to set issue period of 0 for testing

Additional context
Identified in failing lib test
