We use the negative turnout bias. That means with low voter participation, we need overwhelming nay votes for a referendum to be blocked. As more people vote, the more the voting weighting moves to a simple majority voting.

We should switch to positive turnout bias. That means with low voter participation, we need overwhelming yay votes for a referendum to pass. As more people vote, the more a vote moves to a simple majority voting.
Why should we switch?
With the negative turnout bias, we need to potentially motivate a lot of people to vote down a malicious referendum. With positive turnout bias, it’s sufficient to have less voters at a low quorum to reject a referendum.
Governance is still optimistic in the sense that someone would need to vote nay to stop a referendum but at least we would not need a super majority to vote against a malicious proposal.
