Add EVM precompiles

Is your feature request related to a problem? Please describe.
The EVM is currently isolated from the main runtime (beyond native currency transfers) which means contracts do not have access to other currencies or the BTC-Relay.

Describe the solution you'd like
Add precompiles so existing Ethereum tooling can interact with our chain, an example is the MultiCurrencyPrecompile provided by Acala.
