These tests pass with the SPIR-V backend on opencl:cpu. Remove the XFAILs whose trackers are closed (#20591, #21618, #20853), and limit the remaining ones to gpu, where the open trackers report the failures.

With the SPIR-V backend the test fails on opencl:cpu as well: the OpenCL CPU runtime rejects the module because it uses SPV_ALTERA_arbitrary_precision_integers, which the backend needs for an i48 produced from marray<half, 3>.
