TEMPORARY: skip SYCL Pre Commit on Linux and clang-tidy so only Windows jobs validate the re-enabled tests. Do not merge upstream.
Add USM/zzz_print_L0_loader_version.cpp, which prints the path and version of the Level Zero loader used by the SYCL runtime. The test always fails, so that its output is shown in the lit log.
