[SYCL][UR][L0] Modify flag for zeInit

Based on the existence of NPU driver for L0, GPU flag is now passed to zeInit

Look OK for now, but how is the L0 NPU going to be enabled?

For now, official support in L0 adapter is for GPU devices. Any other L0 driver that we want to enable through the adapter would need first to have some separate testing from a branch, where we can confirm that it can work with the adapter and coexist with other drivers, and once we have confirmed that, we can move add the flag here officially.
