[Bindless] Need testing for External Semaphores on L0 when the feature drivers are available

Describe the bug

Level Zero enables external semaphores in #16162 (UR adapter implementation: oneapi-src/unified-runtime#2361).

Ideally, we want to enable existing testing (and add new if required) as soon as possible to ensure this feature actually works as intended and we'll also have to verify the Vulkan/DX12 interop. @nrspruit mentioned that the drivers to enable the Level Zero functionality to work are not out yet, so we'd appreciate that being tracked by the responsible party.

This issue just serves as a tracker/reminder to do that when said drivers for Level Zero are out.
