‌driver should declare compilation dependency with libdrm_intel#326

libdrm_intel has its own pc file, and intel-vaapi-driver uses functions declared in libdrm/intel_bufmgr.h handled by libdrm_intel.pc (drm_intel_gem_*(), for example)

configure.ac should explicitly express the dependency with libdrm_intel.pc
