Document Runtime Functionalities

As a part of the effort to increase onboarding speed it would be nice to have a documentation folder / page to document how things are done in the runtime.

For example, document how memories are managed in opencl runtime, how enqueue process works, and how unit testing framework are setup.

Github has documentation on how to setup github page from Markdown files.
