Annotate Klocwork Issues Near Changed Lines

Action plans:

1. Get the lines changed from pull request
2. Filter out klocwork issues that do not happen near changed lines (near = 10 lines before and after changed lines)
3. Annotate remaining klocwork issues on PR files at their corresponding lines.

Is it something nice to have / worth having?
