[Feature Request]: Globally disable reporter feature

Somewhat related to #847, I'd like a way to disable the reporter functionality globally inside an app I create with teal.

We will tackle #847 first and reassess this request once we get that done.

Addressed on a feature branch. It will be possible in the incoming release by setting teal::init(reporter = NULL)
