Issue
Deprecate Declarative Pool Id mode and switch the Certified Pool Id mode to stable.
Prepare the work for the upcoming decommission of the deprecated mode by providing a feature that can be easily deactivated.
Also the Declarative Pool Id mode must remain usable in the future as it will be a convenient way to make some tests on the mainnet
