Add Single Signatures store to aggregator

The Mithril Aggregator should use a dedicated store for the single signatures:

• Implement the new single_signature_store in the Aggregator
• Use the single_signature_store store in the multi signer to interact with the single signatures
• Implement the caching of the clerk in the multi signer in order to accelerate single signature registration
