Create a manual workflow to test emails alert delivery

Why

We have noticed that some alert emails are not received from time to time (e.g. this run). We need to be able to test the alert sending part manually.

What

Add a simple workflow to send a test alert email in the GitHub actions.

How

• Create a new Test Email Alert workflow that triggers a test failure alert for the nightly build
