Add ADR in Documentation

We need to implement Architectural Decision Records in the documentation website:

• Adapt the ADR implementation made in the Hydra documentation website
• New ADR: Use ADR 🙂
• New ADR: Use logs in JSON instead of raw text
• New ADR: Define Error handling pattern in Rust
• New ADR: All components must be Dockerized and in CI/CD
• New ADR: All components configuration must be accessible via env vars
