`ResponsiveBuilder` logical operations

### Summary

Support logical operations like `>`, `<` etc for `Breakpoint`'s

### Description

Right now if we want to have specific layout for `xs` and `sm` we would need to set those two parameters separately. 

We should be able to say for >= `sm` do this
