Bring back android config up to date with latests standards

Each of sub points may be separate ticket.

Subtasks

• Bump minSdkVersion to 24
• Remove Voices from appName
• Update applicationId to io.projectcatalyst.catalyst
• Update app icon to match web. Each flavour should have badge (expect for prod) Use https://icon.kitchen/
• Update splash screen using flutter_native_splash (just icon, no animation needed now)
• Migrate your build configuration from Groovy to Kotlin (guide, guide2)
