it seems as though we still get a connection refused there, in which case the script simply moves on (due to no `set -e`) and that's how we end up with an empty `vaule.enc.json` in our local `encrypted` root. this can subsequentally get copied to future deployments and cause much hairpull.
as it is now already included in the config file and the duplication prevents normal startup.
and into profile
of local_file/sensitive_content to local_sensitive_file/content
This was causing a terraform error during planning
as it is obsolete

I rebased the develop branch on master and saved it in this new branch to avoid an extraneous PR.
