Popover moves when the page scrolls

Description

The popover in the Resource table component, which appears when clicking the three-dots button, changes its position when the main page is scrolled. It appears to move with the scroll, rather than staying fixed in its intended position

Steps to reproduce

Go to storybook Navigate to Resource Table Component

1. Click on a three-dots button in the table that triggers a popover.
2. Scroll the main page while the popover is visible.
3. Observe that the popover moves along with the page scroll.

Expected result

The popover should stay in its intended position, aligned with the three-dots button, regardless of the page scroll.

Actual result

The popover moves with the page scroll.
