Summary

Ibc-go v8.0.0 introduced new gov v1 messages MsgIBCSoftwareUpgrade and MsgRecoverClient https://github.com/cosmos/ibc-go/blob/v8.0.0/CHANGELOG.md#features.

Hermes should choose between UpgradeProposal and MsgIBCSoftwareUpgrade depending on the ibc-go version used by the chain.
