Deprecate SDK 0.43 support

Summary

• SDK 0.43 is discontinued for some time, we should:
  • clearly signal that Hermes is no longer compatible with 0.43 in the changelog
  • deprecate it: I found two lingering references, but we should search the repo

This is currently blocked on some chains still using SDK 0.42. Refs:

Acceptance Criteria
