fix(inputs.postgresql_extensible): Restore outputaddress behavior

@powersj this basically reverts #13602 but only for postgres_extensible if I'm not missing anything. However, I think that is not necessary. The issue here is the additional outputaddress setting which should not be taken into account then determining the database name. Instead you should either check if the output-address is set and use tagAddress as you do in this PR and otherwise do what is in the code now.

What do you think? Furthermore I would expect the same issue to happen in the other plugins touched by #13602...
