feat: migrate aggregator plugins to new sample config format

Depends on: #10886

This migrates all aggregator plugins to follow the new sample config format introduced in #10886.

This is a separate PR in an attempt to keep #10886 smaller and more easily reviewable.

The CI is expected to fail until #10886 is merged
